尊亿娱乐注册-济南落户新政正式实施-20分钟,她从民工变新市民

6月1日，济南落户新政正式实施，在济南生活9年的蔡女士成功落户济南，拿到了崭新的《居民户口簿》，20分钟的时间，她便从农民工成为了“新市民”。当天，许多像蔡女士一样等了多年的“外地人”终于成了济南人。记者了解到，在历城公安分局华山派出所，1小时的时间就有十多位市民办理了落户，成为“新济南人”。

“你好济南，你好我的家”

2011年，蔡女士从山东济宁农村老家来到济南打工，通过多年打拼，她在济南买了房子。然而，由于学历达不到要求，未在济南缴纳社保，不符合当时落户政策的她无法把户口落到济南。但在蔡女士心中，在济南生活了这么多年，对济南有了很深的感情，早把这座城市当成了自己的家。由于一直落不了户口，给平时生活带来诸多不便，其中最困扰她的就是迟迟办不下房产证。

“知道济南放开落户以后，我很激动，因为我等待的时间太长了。”蔡女士表示，9年的时间里，她一直关注着济南落户政策。《全面放开落户限制实施细则》颁布后，第一时间对比了文件，发现自己符合标准后，立即翻出了已经有些泛黄的购房合同和发票，“当时就等着6月1日实施了。”

按照蔡女士的话讲，整个5月，她都是盯着日历数着日子度过的。6月1日上午9时，历下公安分局龙洞派出所户籍大厅里热闹非凡。在户籍大厅的长椅上，拿着购房合同、身份证等材料的蔡女士焦急地等待着。“6号请到户籍窗口办理业务。”9时05分，户籍大厅的喊话器叫到了蔡女士所持有的6号等待码。

提交购房合同等手续、拍照……一套程序下来，9时25分，一本崭新的《城市户口簿》终于交到了蔡女士手中。等了9年，蔡女士用20分钟成了济南人。“你好济南，你好我的家。”这是蔡女士在拿到户口簿时对自己说的话。

六大落户途径供市民选择

同样的场景也出现在济南天桥区，从事个体经营的林女士一大早就来到天桥公安分局无影山派出所综合服务厅迫切地问道：“听说济南无门槛落户今天施行了，是真的吗？”

通过交流，民警了解到，林女士多年前从湖南农村来济南一直从事个体经营，在新政实施之前落户意愿一直未达成。

户籍民警彭静根据户籍新政，结合林女士实际情况，告知可以按照就业途径落户在租房所在地的社区集体户上，以及需要准备的材料。当天下午，林女士便准备齐材料来到综合服务大厅，民警当场受理并为其签发了户口准迁证。拿到准迁证后，她激动地说：“终于可以落户了，济南的户籍新政策太好了，真是太感谢了！”

新政实施以来，济南市公安局历下分局龙洞派出所每天都有不少人前来办理或咨询户籍业务。龙洞派出所所长孟钧介绍，为了方便群众办理，他们还实施了受理机制，“如果拟落户人员有个别材料忘记带了，可以先办理，随后再补交。”

在济南生活了11年的王龙飞也是一大早就来到租住地的辖区派出所咨询政策。

“我是滨州人，2009年就来到济南打工，新政策出来后，我发现通过劳动合同和职业资格证书也可以落户。”他笑着说。落户后，符合条件的随迁子女就学与本地户籍学生同等待遇，随迁子女与市民子女统一编班，学籍纳入山东省基础教育管理信息化平台，实行统一管理，享受与市民子女同等经费保障、中考、高考各项政策。“不管是买房还是孩子上学，都更加方便。”王龙飞说。

济南市公安局人口管理支队副支队长马洪山介绍，6月1日正式实施的《全面放开落户限制实施细则》，提供了六大落户途径，包括按人才途径落户、按院校学生途径落户、按居住途径落户、按就业途径落户、按投靠途径落户和按其他情形落户。按其他情形落户是对按意愿落户政策提供的兜底落户途径。对通过前面五大途径仍存在落户障碍的灵活就业人员，可选择在现借住地社区集体户落户。

成为“货真价实”的城里人

来自吉林通化市柳河县姜家店乡的村民刘骜今年25岁，8年前，只有初中文化的他只身来到济南打工，现在一家房产中介从事房屋销售工作。作为新生代农民工，刘骜经过几年的努力打拼，不仅有了积蓄，也适应了这座城市的生活节奏和习惯。

俗话说安居才能乐业，因而他有了在济南买房的打算，尽管他的工作是每天跟房子打交道，但由于近年来房地产紧缩政策，非本地户口没有购房资格成了他绕不过去的坎。

“现在好了，济南的落户新政策，让这座美丽的城市接纳了我。而根据规定，凡新落户居民，按相关政策均可平等享受住房租赁补贴、医疗保险待遇、基本公共卫生服务、养老救助等合法权益，确保应该享有的待遇不受影响，这让我一点后顾之忧也没有了。”刘骜说。

自2017年以来，济南市连续三年通过全面降低落户标准，持续推进户籍制度改革。近三年，济南市迁入人口持续增长，年均迁入达到10余万人。

据介绍，本次全面放开限制的户口迁移政策，实行以群众申报为主，不附加任何条件，对有意愿来济南就业、居住生活的非户籍人口，可在济南市城镇申报登记常住户口，确保应落尽落、有序落户。

“这回真的成了‘货真价实’的城里人了。”刘骜手捧着新办的户口簿，一脸的自豪和喜悦。（记者 丛民 通讯员 葛红普）

　　近日，有消费者称“自己与两个闺蜜连续饮用魔胴咖啡一个半月，却一斤也没瘦，怀疑魔胴咖啡减肥是骗人的。”

　　据了解，消费者口中的“魔胴咖啡”全称为“魔胴防弹咖啡”，是由昆山巨星行动电子商务有限公司运营的微商产品。

　　企查查显示：昆山巨星行动电子商务有限公司(以下简称“巨星行动”)，成立于2016年3月17日，由巨室文创(昆山)投资有限公司100%控股，法定代表人严志齐。巨星行动官网称：巨星行动成立于2016年，母公司巨室文创是由IDG资本与亚洲天王周杰伦经纪公司杰威尔音乐共同投资创建，周杰伦先生是巨室文创的联合创始人。现有品牌包括la dew 达人悦己美妆护肤系列，魔胴防弹咖啡系列，小麻吉亲子系列。

　　在魔胴咖啡的微商口中，魔胴咖啡是由天王巨星周杰伦代言，也有微商声称魔胴咖啡的真正老板就是周杰伦;在网络上，到处可见“周杰伦代言魔胴咖啡”的信息，但也有很多网友提出不同看法，认为“这是微商的套路，以周董(周杰伦)的财力和人气根本不需要这么(大力)营销，有本事让杰伦自己在各种圈去宣传。”

　　巨星行动官网对魔胴咖啡并无过多介绍，但在官网上有大量宣传喝魔胴咖啡可以快速减肥的文章，比如《如何快速健康减肥?7天瘦4斤，喝巨星行动魔胴咖啡》、《不节食不饿肚子，喝魔胴咖啡21天竟还能减掉14.2斤!》、《想要获得迷人魅力吗?美妈喝魔胴咖啡，21天减19斤，如少女般清纯》、《性感辣妈自述：每天喝魔胴咖啡减肥，7天瘦10斤，腰围小了9公分》等。

　　业内人士称，根据魔胴咖啡的生产许可证号SC12433011007301，不难发现，魔胴咖啡是由杭州衡美食品科技有限公司生产的固体咖啡饮料，只是普通食品类产品。

　　在很多魔胴咖啡微信代理商的微信公众号和网络推广中，都宣称喝魔胴咖啡可以减肥、瘦身，还附有大量魔胴咖啡使用者的减重对比图，同时，几乎都提到魔胴咖啡由“中国人民财产保险股份有限公司质量承保。”相关保险专业人士称，仔细察看保单内容，发现这只是一份巨星行动投保的“产品责任保险”，并非“产品质量保险”。

　　有法律专业人士称：魔胴咖啡只是普通类食品，根据《食品广告发布暂行规定》、《食品安全法》和《广告法》的相关规定，是禁止宣传或暗示其有“减肥、瘦身”等功效的;而用“产品责任保险”保证产品质量也属于虚假宣传，因为产品责任险不等于产品质量险，两者的业务性质和责任范围都不相同，这一点在一些法院判例中也有体现。

　　5月，国家市场监督管理总局就固体饮料等食品开展了专项整治。5月14日，国家市场监督管理总局发布了对特殊医学用途配方食品和固体饮料的权威解读，其中对“什么是固体饮料?如何区分固体饮料和特殊医学用途配方食品?”

　　总局是这样解读的：固体饮料是用食品原辅料、食品添加剂等加工制成的粉末状、颗粒状或块状，供冲调或冲泡饮用的普通食品。其产品配方、生产工艺、标签和说明书等不需要产品注册审批，不能为特殊医学状况人群提供营养支持，不能标示适用人群，也不需要在医生和临床营养师指导下使用。如果用固体饮料替代特殊医学用途配方食品长期食用，会对身体健康造成危害。

　　5月15日，总局发布《关于开展固体饮料、压片糖果、代用茶等食品专项整治的通知》，重点整治的违法违规行为中第3项为：食品标签、说明书明示或暗示具有疾病预防、治疗及保健功能，利用包括广告、会议、讲座、健康咨询在内的任何方式对食品进行虚假宣传的行为。

　　值得注意的是，总局在“严厉打击违法违规行为”中，要求监管部门加强抽检监测。对有委托生产、涉嫌疾病预防、治疗及保健功能声称或“纤体”“瘦身”等类似宣传用语、有适宜人群或定量食用的食品，加大抽检监测力度。重点检验与宣传用语相关的物质是否符合规定，是否非法添加咖啡因、双醋酚丁、匹克硫酸钠、麻黄碱、伪麻黄碱、酚酞、西地那非、育亨宾、布洛芬、盐酸二甲双胍、γ-羟基丁酸等药品、非食用物质以及其他可能危害人体健康的物质。

　　就魔胴咖啡宣传的“减肥、减重”问题，业内人士称，魔胴咖啡所谓的减肥方法，实际上是一种“生酮减肥法”。这种减肥方法本身就存在，并不依附于魔胴咖啡，魔胴咖啡只是生酮减肥中可以尝试的食物，不影响生酮饮食罢了。而关于生酮减肥法，有专家称这种方法的确可以帮助人达到减肥的目的，但并不利于身体健康，甚至会出现不同程度的副作用，而且对特定人群也并不适合。对“巨星行动”魔胴咖啡产品声称的“减肥效果”，《中国质量万里行》将持续关注。

Strict hygiene and social distancing measures mean visitors can only buy tickets online, are temperature-checked at the entrance, and must use masks and hand sanitiser. However, since the building has more than 3,000m2 of floor space (equivalent to 12 tennis courts), “everyone has at least five square metres of individual space”, says director Augustin de Cointet. “The rules are there, but discreet, as we want everyone to enjoy the full experience.”
